Georgian Government Classifies IPAP

In a response to Civil Georgia‘s request to receive a copy of the Individual Partnership Action Plan (IPAP), which defines Georgia’s cooperation with NATO, the Georgian Defense Ministry stated in an official letter that the document has been classified by the authorities as “a state secret.”


According to the Georgian legislation, the President, Parliamentary Chairperson, Prime Minister, Ministers and their deputies, as well as other high-ranking officials, reserve the right to classify official documents.


The statement by the Defense Ministry contradicts earlier statements by the Georgian political officials that the IPAP, which lists civilian commitments as well as military aspects of defense reform, would be open to public viewing following its approval by the North Atlantic Council.


The Council, which is the decision-making body of the NATO, approved Georgia’s IPAP on October 29.
