Blast Reported in Sokhumi

Russian news agencies report that a blast occured near a power substation in Sokhumi, capital of the breakaway republic of Abkhazia. 

The Russian news agency Interfax reports that the blast “partially ruined” the substation but power was restored by 9:30 a.m. Moscow time.  An investigation is underway regarding the incident, according to the Russian news agency Itar-tass.
