PACE Confirms Ratification of Russian Delegation’s Credentials

The Council of Europe Parliamentary Assembly (PACE) decided to confirm the ratification of the credentials of the Russian delegation, but warned that the issue could be revisited “at any moment,” the CoE reported on October 1.

A group of 24 PACE members had asked that Russian credentials be suspended “on the grounds of serious violations of the basic principles” of the Council of Europe.

The parliamentarians said the recent war between Russia and Georgia constituted “a serious violation of the Statute of the Council of Europe” and of their obligations and commitments as member states. However, the parliamentarians agreed that it was essential to ensure that dialogue and the mutual building of trust be pursued between the two sides, and between each of them and the Assembly.

“In order for this dialogue to be constructive and meaningful, it is essential that Russia implements the EU-brokered cease-fire agreement and in particular withdraws its troops to positions ex ante the war and allows the deployment of EU and OSCE monitors,” the PACE parliamentarians said.
