Controversy Persist over Russo-Georgian Framework Agreement

A statement issued by the Russian Foreign Ministry on July 16 reads that despite an agreement by Tbilisi and Moscow on ?the majority of issues? during talks concerning a framework agreement, ?certain controversies persists? between the sides.

Representatives of the Georgian and Russian Foreign Ministries held talks on July 16 in Tbilisi over the framework agreement between Russia and Georgia, which is designed to outline all aspects of bilateral relations.

Both the Georgian and Russian sides admit that the security and defense aspects of the agreement remain disputable. According to the Georgian side, Moscow wants to include in the agreement a provision that would ban Georgia from allowing any foreign country to establish a military bases on its soil.

During the talks in Tbilisi the sides agreed to hold the another round of negotiations again in Tbilisi in September.
