Prime Minister Zurab Nogaideli, who chairs the commission, said he expected to prepare final document on distribution of powers between the central and local authorities in the sphere of finances and economy by the end of this year.

He also said that setting up of a local office of treasury and revenue service would be established next year under the subordination of South Ossetian provisional administration, led by Dimitri Sanakoev. ?Training of staff is already underway,? PM Nogaideli added.
