Discussion of Public Service Code Concept

On April 2 the United Nations Association of Georgia (UNAG), together with the Parliamentary Committee for Legal Issues, arranged a conference at the Sheraton Metechi Palace on the issue of  Public Service reform.


The first-ever forum covered the perspectives of Public Service reform, where along with demonstrating perspectives of reformation, the presentation of the UNAG-elaborated concept on  Public Service Code was held as well.


The conference aimed at discussing the concept on Public Service Code. The representatives from legislative, judicial and executive branches as well as other experts attended the conference.
 
The conference was held within the framework of the “Public Service Code Program” implemented by the United Nations Association of Georgia. Noteworthy, that the program was preceded by thorough analysis of Georgian legislation in the field of public service, expert researches and exposure to international models of Public Service.


The prospect of Public Service Reform and other issues considered by the Public Service concept was overviewed at the conference:


· Principles and scope of Public Service Code
· Public service innovative classification (public officials, public  servants, security servants, military servants and assisting administrative servants)
· Ranking in public service
· Admissions in public service and service
· Social guarantees (unified salary scale)
· Ethics code in public service (prevention of corruption and conflict of interest in public service
· Disciplinary liability
· Rule of labor disputes
· Reserve (data registration)
· Special provisions for each category of service


Participants have developed constructive and valuable recommendations for legal group working on the concept paper. They also expressed the will of further cooperation over this particular issue.


Project drafting and lobbying represents the next step in Public Service conception introduction.
