EU Allocates EUR 30 mln to Assist Georgia Public Administration Reform

The European Union has allocated EUR 30 million to upgrade Georgia’s public administration in 2016-2019. 

Most of the sum – EUR 20 million – will be transferred the national budget to support government`s onging strategy, while additional EUR 10 million will finance EU`s expert assistance to the government, a "Twinning programme" to share practices with selected EU member states and grants to projects by civil society organizations, according to the statement of the Delegation of the EU to Georgia.

“The European Union is proud to both be a model and to support the Government’s efforts in such an important area,” EU Ambassador Janos Herman said at the launching ceremony on October 28.

Georgian Prime Minister Giorgi Kvirikashvili said that the EU-funded program plays an important role in the process of democratic development and building strong and independent state institutions in Georgia.

The new program aims to ensure quality of the national policies and planning, including proper budgeting; to ensure public human resources management based on merit and transparency; to continue efforts of prevention of corruption in the sector and openness to the citizens and businesses; accessibility of public services to citizens, in continuation of the already much-advanced changes; strengthening the structure of local governance, in support of the implementation of the local self-government code and the decentralization strategy.

Among expected results of the program in frames of which direct technical support will be rendered to the ministries of agriculture, justice, education, healthcare and economy, also are two laws on salaries as well as new freedom of information law.
