Constitutional Reform Commission’s Mandate Prolonged

Parliament has extended mandate of a state commission on constitutional reform for six months.

58-member commission, which was established in late December and convened with a delay in March, was originally tasked to table draft of constitutional amendments before September 1, 2014.

With Parliament’s decision, passed on July 30, deadline for tabling draft extended to March 1, 2015.

“Due to a number of objective reasons, the commission was not able to work with a relevant intensity. It was specifically caused by local elections and then by the second round runoffs. Many members of the commission were involved in this process [election campaign],” GD MP Vakhtang Khmaladze, chairman of the parliamentary committee for legal affairs, told lawmakers on July 30.

The commission includes representatives from broad range of political, civil society and academic circles.

The Commission is made up of five working groups, addressing areas ranging from checks and balances between the branches of government to territorial-administrative arrangement and general constitutional provisions, as well as rules of making amendments to the constitution.
