OSCE Chairmanship: Things not ‘Black and White’ in Missile Row

Manuel Cacho, a spokesperson for the OSCE Chairman in Office Miguel Angel Moratinos, told AFP that the OSCE report, to be presented to the organization’s Permanent Council on 6 September, would not be able to identify how the missile recovered by the Georgian authorities ended up on Georgian territory on August 6.


“Things are not black and white,” Cacho said.


Georgia claims that Russian jets violated Georgian airspace on August 6 and fired the anti-radar rocket. Two international expert groups seconded to Georgia, back this version of events. A Russian investigative group, however, has claimed no violation took place and said the Georgian authorities had planted the rocket to implicate Russia.


The OSCE Chairman-in-Office, Spanish Foreign Minister Miguel Angel Moratinos, appointed Miomir Zuzul, a former Croatian foreign minister, as his personal envoy to look into the details of the incident. After visiting both Tbilisi and Moscow last month, Zuzul will present a report on the issue to the Permanent Council, the OSCE’s main political decision-making body, on September 6.
