Parliament Endorses Constitutional Amendments

The Parliament passed with its third, final hearing on October 10 two constitutional amendments – one envisaging merger of the General Prosecutor’s Office (GPO) with the Justice Ministry and the other envisaging the reduction of the minimum number of lawmakers necessary to set up a parliamentary faction from seven to six.

According to the first amendment, the Prosecutor’s Office will amalgamate with the Justice Ministry and become a part of the government. The amalgamated agency will be led by Justice Minister.

According to the finally agreed amendment, the President of Georgia has the right to dismiss a Justice Minister. Previously, the President had this right only in respect of Interior Minister and Defense Minister.  

The Parliament has also approved with its first hearing another constitutional amendment, according to which any newly elected parliament will have the right to pass a confidence vote in the government. The current constitution envisaged this procedure only after President’s election.

“This is an important and positive amendment, which strengthens parliament’s role,” Parliamentary Chairman Davit Bakradze said.
