Russian Duma Threatens Money-Transfer Sanction

Russian State Duma Council, the lower house of the Parliament, will develop a draft law giving the government the right to ban money transfers from Russia into ?certain countries? in ?cases of emergency,? Russian Duma Council Chairman Boris Grizlov said.

?I think we will develop this kind of legislative amendment by Wednesday,? Grizlov said.

He said the move is a response to detention of four Russian military officers by Georgia.

Recently, some politicians and analysts in Russia are calling for more economic sanctions against Georgia, including banning of money transfers from Russia, where several thousand Georgians are working.

?They work here and do not even pay any taxes,? Grizlov said.

Russian agencies reported that over one billion USD was transferred from Russia into Georgia last year.

According to the Georgian National Bank, a greatest share (67.5%) of money transfers from foreign countries comes to the Russian Federation, amounting to USD 219 million during January-August of 2006.
