Alternative Group Created to Develop Constitutional Reforms

A group composed of opposition politicians and activists from civil society organizations was set up with the aim, as founders said, to develop a draft of a new constitution which will provide a ?genuine model? of checks and balances with an effective division of powers.


The group unites Ana Dolidze of the non-governmental Georgian Young Lawyers Association (GYLA), MP Kakha Kukava of the Conservative Party, non-partisan MP Koka Guntsadze, who recently quit the New Rights party and non-partisan MP Gia Tortladze, among others.


?We think that the main problem in this country is an unstable political system; therefore, the only way out is to adopt a new constitution, where powers will be distributed and the most important decisions will be accepted not in accordance to the will of only one person, but with the broader participation of society,? MP Kukava said at a news conference on October 26.
 
The new initiative comes in the wake of President Saakashvili?s proposal to amend the current constitution. The draft amendments set new dates for parliamentary and presidential elections, as well as a new date for elections in the Adjara Autonomous Republic?s legislative body. The proposed amendments also envisage a slight reduction in the President’s power.
