JCC Session Opens in Ljubljana
The quadripartite Joint Control Commission, which oversees the ceasefire in the South Ossetian conflict zone, launched a two-day session in the Slovenian capital Ljubljana on November 15.
The negotiations, which are held in Ljubljana at the invitation of the OSCE Chairman-in-Office, Slovenian Foreign Minister Dimitrij Rupel, will mainly focus on creating an affective negotiating arrangement. The Georgian side wants to change the current Russian-dominated format and involve the U.S. and EU as participants of the peace process. The proposal is opposed by the Russian and South Ossetian sides.
It is expected that the Georgian side will also inform the South Ossetian side regarding Tbilisi?s Action Plan, aimed at a peaceful resolution of the conflict.
The Georgian side intended to inform the South Ossetian side about this action plan, which was voiced by Georgian Prime Minister Zurab Nogaideli at the OSCE Permanent Council in Vienna last month, prior to the JCC session in Ljubljana. But a meeting between Georgian Prime Minister Nogaideli and South Ossetian leader Eduard Kokoity did not take place.
