Venice Commission Discusses Georgia’s Constitutional Amendments

The Venice Commission – the Council of Europe?s advisory body for constitutional issues ? will adopt its conclusions regarding the draft amendments to the Constitution and the election code of Georgia during its last meeting in 2006 on December 15-16, the CoE reported.


The main highlights of the meeting also include constitutional reforms, minority rights, excessive length of proceedings, and so on.


On December 14 the Georgian Parliament passed with its first hearing a package of constitutional amendments envisaging simultaneous presidential and parliamentary elections, to be held between October 1 and December 31, 2008. The amendments also deal with the President?s revised role in the judiciary system.


Opposition lawmakers argued that there was no need to speed up parliamentary hearings on the issue without the findings of the Venice Commission. But MPs from the ruling majority said that the Venice Commission?s recommendations would hardly influence their firm political decision to hold presidential and parliamentary elections simultaneously in late autumn or winter 2008.
