CEC: Number of Voters 3,613,851
Georgia has total of 3,613,851 voters, according to an updated figure released by the Central Election Commission (CEC) on September 26.
It is the highest figure ever recorded in Georgia in last twenty two years.
Meanwhile, the Voters’ List Verification Commission (VLVC), which under the election code is the main body responsible for the accuracy of the voter list, passed on September 19 a decision setting number of eligible voters at 3,666,178 – that is 52,327 more than CEC’s figure. It was not possible to obtain a clear explanation from either VLVC or CEC what was the reason behind the discrepancy between the two figures.
(UPDATE: a day after this text was published, CEC sent to Civil.ge an email to explain discrepancy, according to which over 50,000 voters were not included in the list because it was not possible to assign them to any specific precinct, because one large part of them was assigned to addresses abroad and another one assigned to addresses within the occupied territories, but they were not registered as having a status of internally displaced persons; there were over 4,000 persons whom it was not possible to assign to any polling station because of their problematic addresses).
According to VLVC of 3,666,178 eligible voters 206,795 are internally displaced persons; names of 305,315 voters in the list are marked as ‘being abroad’ of which only 43,176 are registered with Georgian consulates abroad to cast ballot; 191,890 are ‘deregistered’ voters; 54,019 are in military service; inmates with the right to vote – 2,125 (those convicted for less grave offenses) and 116 EU citizens (after a constitutional amendment tailored on Ivanishvili a Georgian-born EU citizen who has lived in Georgia for past five years is eligible to vote).
Number of Voters Per Regions and Districts
Figures released by the Central Election Commission include number of voters in each of the 73 districts, which also represent single-mandate constituencies where majoritarian MPs are elected.
The largest constituency is Georgia’s second-largest city of Kutaisi with total of 162,732 voters, followed by Tbilisi’s one of the ten single-mandate constituencies Gldani with 154,898 voters and also Tbilisi’s Samgori district with 154,621 voters. The smallest constituencies are Kazbegi, a mountainous district in Mtskheta-Mtianeti region with 5,810 voters and Lentekhi in mountainous Racha-Lechkhumi region with 5,988 voters.
