Parliament Liberalizes Spending Rules for Presidential Fund
Parliament passed amendments to the law on budgetary system on December 28, which liberalize spending rules of the government?s and President?s Reserve Funds.
Before these amendments the authorities could use the Fund?s resources only in case of emergency situations, as in case of flooding etc. But the new amendments to the law have lifted this restriction.
The watchdog organizations have been criticizing authorities for misusing Reserve Funds. According to the Georgian Young Lawyers? Association (GYLA), which carried out monitoring of expenditures of the Government and President?s Reserve Funds, most of the money from the Funds was spent for covering expenses of various cultural events.
