New Initiative of the New Rights

(Tbilisi, May 12, 2003. Civil Georgia) – The New Rights political party is initiating a constitutional amendment, which would limit the President’s right to declare the state of emergency in the country.

“Even today there is a threat that the state of emergency might be declared in the country. Therefore the President’s right should be limited. According to the amendment, the Parliament should support the decision on the state of emergency not by the simple majority, as it is defined by the current laws, but by the 2/3 of the votes” – Levan Gachechiladze, leader of the New Rights said at today’s special press conference.

President has the prerogative to declare the state of emergency. The Parliament should either support or rejected the decision within 48 hours.

However, as the President said in today’s radio interview, “It is unthinkable that President would declare the state of emergency without the Parliament’s consent. It is a fabricated story, which could be useful for the opposition forces, which can not hope on victory in the elections”.
