MPs Pass Draft Law on S.Ossetia Restitution with Second Hearing

In a second hearing on November 24 the Georgian Parliament passed a draft law on property restitution for the victims of the South Ossetian conflict in the early 90s.
 
The draft law on ?Compensation, restitution and restoration of rights for the victims of the Georgian-Ossetian conflict?, which was initiated by President Saakashvili and developed by the Justice Ministry, recognizes the right of all internally displaced persons and refugees to return to their houses if they wish to return and can prove the ownership rights for the property.
 
The appeals submitted by the victims of the South Ossetian conflict will be discussed by a special tripartite commission ? consisting of representatives from the Georgian and South Ossetian sides and international organizations.
 
If the draft law is approved at a third, final, hearing in December, the document will enter into force starting from the January 1, 2007.
 
Adoption of the law on restitution is one of Georgia?s commitments undertaken by the country while joining the Council of Europe in 1999.
