Watchdog: Voter Turnout 13% by Midday

Voter turnout was 13% by midday, an election watchdog, International Society for Fair Elections and Democracy (ISFED), said.

Along with observation, ISFED is conducting parallel vote tabulation (PVT).

Also by midday, 0.8% of voters had been registered in an additional voter list, according to ISFED. Voter registration on polling day is allowed for voters not registered in the main list.
