CoE Experts to Assess Draft of Constitutional Amendments

The Council of Europe has offered legal assistance in the process of developing draft constitutional amendments initiated by President Saakashvili, the CoE Tbilisi office said in a press release on October 26.


Three experts from the Council of Europe Legal Task Force will work with the governmental commission that is developing the draft of the amendments.


In addition, the final draft will be sent to the Venice Commission ? the CoE?s advisory body for constitutional issues ? for a legal opinion prior to its submission to Parliament.


The decision for CoE involvement was made following a request from the Georgian Parliamentary Committee for Legal Issues.


The draft amendments, proposed by President Saakashvili, set new dates for parliamentary and presidential elections, as well as a new date for elections in the Adjara Autonomous Republic?s legislative body. The proposed amendments also envisage a slight reduction in the President’s power.
