Russian Senator: No Legal Ground to Recognize Abkhazia

Sergey Mironov, Speaker of the Russian Federal Council, the upper house of the Parliament, said on October 20 that so far there is no legal ground to recognize the independence of Abkhazia.

But he also said that the Russian Federal Council takes an appeal of the Abkhaz Parliament urging the council to officially recognize its independence with ?understanding.?

?The Council of the Federation has considered all documents to find out whether there is any legal ground or relevant political situation [for recognition of Abkhazia?s independence]. But, today we fail to find any legal ground to issue a verdict,? Interfax news agency quoted Mironov as saying.
